Russia uses the Greeks to propagandize “the legitimacy of attaching Crimea to Russia” in the EU

Russia, using national and cultural societies of occupied Crimea, takes measures aimed at propaganda of the legitimacy of attaching the peninsula to Russia” in the EU countries.

Russian occupants actively play the card of Greek society as “the indigenous population” of occupied Crimea as a counter to Crimean Tatars.

The visit was agreed as the fulfillment of instructions from the Russian presidential administration between Chairman of the Regional National and Cultural Autonomy of the Greeks of Crimea Ivan Shonus and head of the municipality Phyllis (Greece) Christos Pappas," head of Information Resistance Group, military analyst and Member of Parliament Dmytro Tymchuk wrote on Facebook. The aim of the visit, that will be held from 20 to 30 of September this year, is “the development of bilateral relationships, realization of co-operative humanitarian projects”.

Accorditing to the information, the visit will be financed from the city budget of Yevpatoria (Crimea), the project is supervised by the Russian FSB security service's units in occupied Crimea.

Moscow Times: Kremlin Is Losing the Information War

Pro-Kremlin media have bombarded the world with reports of fascists, crucified children and beheaded pro-Russian militiamen throughout the conflict in Ukraine. Many of those stories were proven to be fictions, or else peppered with facts that serve an extremely tendentious interpretation of events.



However, some Western analysts believe that at least a few of those Russian arrows — however bent and untrue — have reached their target, and that Moscow has managed to impose its vision of the conflict in Ukraine on the rest of the world. Seeing the apparent success of Russian propaganda, political scientists and media analysts sounded the alarm with the result that the West now takes Moscow’s “information war” very seriously.
The European Union’s foreign affairs department announced that it was launching a rapid response unit to combat the misinformation spread by Russian media, and BBC announced plans to expand broadcasts to the Russian-speaking audience.
Reporters Michael Weiss and Peter Pomerantsev have written in numerous publications about the information war and warned that the Kremlin is waging an attack against the West. And in a separate paper they write: “Feeling itself relatively weak, the Kremlin has systematically learned to use the principles of liberal democracies against them in what we call here ‘the weaponization of information, culture and money,’ vital parts of the Kremlin’s concept of ‘non-linear’ war.” But is the threat to the West emanating from the Kremlin really so great?
According to some analysts, improving Russia’s image abroad has barely been the primary goal of an information campaign. Vasily Gatov, a Russian media researcher based in Boston, suggests that instead of promoting a positive image of Russia abroad, the actual goal of RT is to implement an “armed response” in the West and the Russian liberal media. Their goal is to create anti-Russian hype in the American and European press, and to use such an “anti-Russian narrative” in Russia’s domestic policy.
Gatov argues that since 2007 Putin’s Russia stopped trying to promote Russia’s image internationally, instead using soft power wherever possible for the personal gain of the Kremlin elites. Other researchers, however, point out that Russia kept investing in its image abroad up until recently.
Russia has had an advantage over the West right from the start in prosecuting the information war. Any democratic government has far less opportunity to deliberately use information as a weapon. But just the same, Russia is losing its information war in the West.
One of Russia’s main tools of influence in the West is the state-owned channel Russia Today. Founded in 2005, the channel was initially quite successful in winning a Western audience. In his book “Kremlin Speak: Inside Putin’s Propaganda Factory,” Wall Street Journal correspondent Lukas Alpert explains that RT attracted the American left and right by using strategies that combine skillful use of the Internet, conspiracy theories and a willingness to address issues that major U.S. media ignore.
The channel’s popularity continued to rise up until the outbreak of the conflict in Ukraine, after which many viewers criticized RT for its biased coverage of the war. For example, in Britain in 2014 RT was found four times to be in breach of the broadcasting code for impartiality by the media regulator, Ofcom.
The result is that Russian news channels reached only 9 percent of all Ukrainians in 2014, down from 19 percent in 2012. Two-thirds of Ukrainians are skeptical about the objectivity of Russian news programs, and even in the country’s south and east, less than one-third of respondents believed that Russia’s role in the crisis was “mostly positive.” In the rest of Ukraine that figure was less than 3 percent.
The RT strategy is probably focused more on selling its alleged “success in the West” to the Kremlin than on truly impacting Western public opinion. The low overall quality of the information campaign is also a contributing factor.
Why is the Russian information campaign in the West so unsuccessful, despite lavish government funding? Because Moscow has not managed to equip its effort with any new form or content. Its disinformation campaign concerning Ukraine is based on distorting information that is freely available to the “enemy,” denying obvious facts, disseminating false or unverified information and generally following the principles of a Soviet-era military disinformation campaign.

Ukrainian expat community: under the pressure of Russian propaganda and secret services


Ukrainian expat community is a huge and united part of Ukrainian world that resists to “Russkiy Mir” “Russian World” ideology, that`s why Moscow sows discord within the Ukrainian expats.


Russia does all the best to hide its aggressive nature, pretending to be a peacekeeper and a humanist. It is a characteristic feature of the “hybrid war”, that poses a threat not only to Ukraine, but to the whole civilized world.

During the meeting with V.Groisman, Prime-minister of Ukraine, Eugene Czolij, the President of Ukrainian World Congress, said: “Russian Federation is trying to assure the Western world that there is an internal conflict in Ukraine. In fact, it is not only a Russian-Ukrainian conflict, it is an international crisis. And Ukraine, protecting its borders, defends Europe and the whole world”.

The war in Ukraine, global problems, economic crisis united the foreign Ukrainians and they proved once again that they are concerned with the destiny of their Motherland. This even factor became particularly important for Moscow, because they understood that Ukrainian diaspora is a big, strong and collaborative part of Ukrainian world, that`s why it must be destroyed. For such a purpose, the Kremlin always finds money. For example, they give bribes to “necessary” people and establish puppet organizations, which conducts proRussian policy among Ukrainian communities abroad.

There are many bright examples of such activity in the countries with a large amount of Ukrainians. For instance, the situation in Portugal is very difficult, because there are many proRussian Ukrainians, who work for the Kremlin consciously or unconsciously.
Pavlo Sadoha, the Head of Association of the Ukrainians in Portugal, said that Moscow secret agents created a FB blog “Ukrainians in Portugal” and added new members of groups, in the majority of cases even without their approval. In a week, they gained 1600 members!
He mentioned that at first the topics in the group were neutral: commerce, rest, social questions. “But when Ukraine got free-visa regime, moderators published an article about how the Ukrainians were in a crazy hurry to cross the border (with corresponding ironical comments). That moment I understood that it was an information technology and reacted in a proper way”.
It turned out to be that one of the main instrument of Russian secret services abroad is the so-called “Coordination council”. Such Councils appear in every country where strong Ukrainian communities conduct activities or noticeable migration processes take place.

Without any doubt, diaspora and patriots of Ukraine should work harder to neutralize hostile propaganda, using all possible information resources, explaining the deceitful and aggressive nature of Russian government policy to the world community.

НАТО поглиблює співробітництво з Україною в галузі науки і заходів, пов’язаних з безпекою

Експерти з Альянсу і України зібралися в Києві для обговорення поточного і майбутнього співробітництва в галузі нових викликів безпеці і новітніх технологій в галузі безпеки.




Під час 15-го засідання Спільної робочої групи з наукового і екологічного співробітництва НАТО – Україна учасники обмінялися думками щодо проектів в рамках програми НАТО «Наука заради миру і безпеки» (SPS). Ці проекти спрямовані на широкий спектр нових викликів безпеці, таких як протидія тероризму, кіберзахист і виявлення та знешкодження мін і боєприпасів, що не вибухнули, з метою створення мереж, підтримки розбудови потенціалу і допомоги країні в доланні негативних наслідків російсько-української кризи.


«Із 2014 року Україна є найбільшим бенефіціарієм програми SPS», – сказав  посол Сорін Дукару, помічник Генерального секретаря НАТО з нових викликів безпеці. «Багато з поточних заходів вже дали відчутні результати, позитивно впливаючи на місцеве населення і допомагаючи Україні долати наслідки конфлікту, що точиться», – заявив посол Дукару в своєму вступному слові.

«Зважаючи на поточну кризу в Україні, нам потрібно продовжувати зміцнювати практичну співпрацю між НАТО і Україною. Програма SPS є прекрасним інструментом для цього і вона демонструє нашу неослабну підтримку України», – наголосив  посол Дукару.
Зовсім недавно, в березні 2017 року, пожежа на складі боєприпасів у Балаклії, Харківська область, знищила цінне обладнання. Програма SPS негайно забезпечила доставку необхідного обладнання для того, щоб команди українських саперів могли успішно розчистити територію міста Балаклія і дев’яти навколишніх сіл. Ця допомога стала частиною більшого проекту в межах CAP, спрямованого на посилення здатності ДСНС здійснювати гуманітарне розмінування на територіях, що постраждали від конфлікту на сході України. Для забезпечення сталості діяльності з розмінування науковці з Норвегії і України в 2016 році розпочали новий проект SPS з розробки трьохвимірного міношукача, щоб дати можливість ДСНС швидше, ретельніше і безпечніше здійснювати розчищення зон колишнього конфлікту і допомогти уникнути жертв серед цивільного населення і військових.

За ще одним флагманським проектом SPS в рамках САР навчаються українські парамедики і розробляється багатонаціональна система телемедицини для надзвичайних ситуацій в Україні. Телемедицина може стати надзвичайно корисною під час ліквідації наслідків катастроф і криз, давши змогу міжнародним фахівцям-медикам давати рекомендації в режимі реального часу тим, хто надає першу допомогу на місці надзвичайної ситуації або у бойових умовах. Під час конференції посол Дукару оголосив, що в контексті підтримки створення національних парамедичних центрів в Україні програма SPS надасть спеціальне обладнання, в тому числі симулятори пацієнтів і манекени, засоби медичної підготовки, а також мультимедійне комп’ютерне обладнання, яке дозволить здійснювати практичну і інтерактивну підготовку.

Експерт: Росія використовує Трампа в інформаційній війні проти України


Росія навмисно вплутала Дональда Трампа в інформаційну війну проти України. Таку думку в інтерв’ю Front News International висловив соціолог Дмитро Громаков, коментуючи слова Президента США Д.Трампа щодо саботажу Україною виборчої кампанії в США та підтримки кандидата на посаду голови Білого дому Гіларі Клінтон.

Цілком можливо, що президент РФ під час зустрічі міг звернути увагу Трампа на питання України”, - додав експерт.

Дональд Трамп заявив, що Україна намагалася саботувати його виборчу кампанію на користь Гіларі Клінтон. Розслідування цього питання він доручив Генеральному прокурору. В свою чергу, представники Посольство України в США заперечили надання будь-якої допомоги кандидатам у президентських виборах 2016 року.

Раніше повідомлялося, що кандидат на пост голови ФБР планує перевірити можливість втручання України у вибори в США.

Вперше подібні звинувачення з’явилися на початку 2017 року на сторінках видання “Politico”.

Russia appears to deliver more turbines to Crimea - Reuters witnesses

FEODOSIA, Crimea (Reuters) - Two more gas turbines appear to have been delivered to Russian-controlled Crimea, according to two Reuters reporters who saw the equipment at the port of Feodosia, potentially deepening a row over sanctions compliance in which Germany's Siemens has become embroiled.
Reuters has no independent confirmation the equipment on the dock was Siemens-made turbines. It comprised four cylindrical objects, several meters long, and covered with blue and gray tarpaulins.
Their dimensions and shape match publicly-available photographs of Siemens gas turbine systems, which each consist of two major components: the turbine itself and a generator.
Siemens said earlier this week that at least two of a total of four turbines it sold to Russian state firm Technopromexport had been delivered to Crimea against its wishes and without its knowledge. Russia seized the region from Ukraine in 2014 and it is now subject to European sanctions on energy technology.
The German company filed a lawsuit against Technopromexport in Moscow on Tuesday requiring it to return the turbines to their original destination, Taman, Munich-based spokesman Wolfram Trost said.
Taman, in southern Russia, is not subject to sanctions.
On Wednesday, Yashar Azad, a spokesman for Siemens at its Bavarian headquarters, said the company was still trying to establish all the facts, including the location of the two other turbines, and had nothing to add to its previous statements.
When asked about the situation, Kremlin spokesman Dmitry Peskov told a conference call with reporters on Thursday that the gas turbines being installed in Crimea were of Russian origin.
"Equipment related to the power sector is indeed being installed there (in Crimea). The equipment being installed there is of Russian origin," said Peskov.
Technopromexport, the Russian state company building the Crimean power plants, and Russia's energy ministry, declined to comment.
Asked if the pieces of equipment at the port were Siemens turbines, a government official in Crimea told Reuters: "Come on, we can't talk about that. You understand: sanctions, Siemens."
"Of course, this whole story is going to come out, but let it come out without us," said this source, who did not want to be identified because of the sensitivity of the issue.
If the equipment that arrived in Feodosia is Siemens-made, it would show that Russia is pressing ahead with its plan, despite the Siemens lawsuit and a warning this week from the German government that the use of Siemens turbines in Crimea could harm future German investment in Russia.
In the early hours of Thursday morning, two low-loader trucks carrying two of the pieces of equipment emerged from the port and set off in the direction of the Crimean city of Simferopol.
Russia plans to install Siemens turbines at a power plant under construction in Simferopol, three sources close to the project told Reuters earlier this month.
The slow-moving convoy was escorted by police vehicles, and police officers in body armor walked alongside the trucks on either side. Police and state security agents prevented a Reuters journalist from following the convoy.
The turbines affair has shone a harsh spotlight on how serious the European Union, its member states, and European companies are about enforcing the sanctions, imposed on Russia after it annexed Crimea from Ukraine in 2014.
Siemens said on Monday it did everything possible to ensure compliance with sanctions.

РОЗВІДУПРАВЛІННЯ США ВИКРИЛО НОВІ ДЕТАЛІ ІНФОРМАЦІЙНОЇ ВІЙНИ РФ

Доповідь висвітлює плани Москви стосовно майбутнього інформаційного протистояння

В останній доповіді Розвідувального управління Міністерства оборони США надаються нові дані про інформаційні операції Росії, в тому числі психологічні кіберакції.
«Росія розглядає інформаційну сферу як ключову у сучасному військовому конфлікті. Інформаційна війна – це основний засіб досягання її амбіційних намірів стати головним гравцем на світовій арені», - зазначається в доповіді.
Також відкриваються нові деталі щодо можливостей проведення Москвою кібер-технічних заходів, в тому числі використання приватних хакерських груп, проурядових інтернет-тролів та автоматизованих комп’ютерних ботів, здатних заповнити усі сайти проросійською пропагандою.
У рамках майбутнього конфлікту РФ планує проведення операцій «інформаційної блокади», метою якої є перехоплення ініціативи та унеможливлення використання інформаційного простору ворогом. Подібні операції націлені на формування та маніпулювання розумом та поведінкою іноземної аудиторії.
Для пропаганди Росія використовує державні ЗМІ, такі як «Russia Today» та «Sputnik». Їхньою метою є вплив, заплутування та деморалізація аудиторії, які досягаються шляхом поєднання правдивих та неправдивих фактів, що здаються правдоподібними та відповідають вже існуючому світогляду користувачів. У доповіді зазначається, що в Росії навіть існує спеціальний підрозділ «КіберБеркут», який здійснює технічні та пропагандистські атаки.
Крім того, існує ціла армія тролів, які намагаються викривляти факти в інтересах Москви. «Російська армія тролів, також відома як Агентство дослідження інтернетпростору, - це державна організація, яка поширює блоги і твіти в інтересах Кремля», - зазначає Розвідувальне управління Міністерства оборони США.
«Ботнет» Москви це сукупність автоматизованих контент промоутерів, які використовують сучасні засоби «розкручування» інформації та розпалювання дискусій щодо опублікованих новин.
Боти можуть нівелювати небажаний контент або просувати певний меседж. Вони мають можливість оволодівати інформпростором та позбавляти читачів бажання шукати істину.

За даними Розвідувального управління Міністерства оборони США кіберзагроза з боку Росії має тенденцію до збільшення.
